Yeah that won't get it done. Perhaps Martinez can latch on elsewhere and suddenly start throwing strikes, but that may be unlikely.

Dodgers signed RHP Fabio Martinez to a minor league contract.
Martinez, a 24-year-old Dominican right-hander, logged 28 1/3 innings between two minor league levels with the Indians in 2013, registering an abysmal 10.48 ERA, 2.08 WHIP and 37/35 K/BB ratio. He still possesses a dynamic arm, but must improve his command and his secondary offerings if he's ever going to climb to the big league level.

Martinez cleared waivers after being designated for assignment last week. The 23-year-old right-hander had an ugly 10.24 ERA and 30/40 K/BB ratio over 29 innings this season in High-A ball.

The needed to clear some 40-man roster space in preparation for the Rule 5 Draft. Martinez posted a hideous 10.24 ERA while walking 40 over 29 innings at High-A in 2012. He's put up nice numbers in the past, though, so someone will take a shot on the 23-year-old.

A waiver claim from the Angels, Martinez is coming off a dreadful year where he posted a 10.24 ERA while walking 40 over 29 innings. The righty has a huge arm, though, so the Indians will be patient.

Indians claimed RHP Fabio Martinez Mesa off waivers from the Angels; optioned him to Class-A Carolina.
Martinez Mesa has been limited to just 10 appearances (eight starts) over the last two seasons due to shoulder problems. This season, he was 0-5 with a 10.72 ERA over eight starts for Class-A Inland Empire. The 6-foot-3 right-hander was one of the top pitching prospects in the organization prior to his injury woes, but the Angels decided to preserve a spot on the 40-man roster and abandon his development. The 22-year-old isn't close to major league ready, but you need to look only at his career 11.8 K/9 rate in the minors to see his potential.
