SAN FRANCISCO (AP) — German Marquez pitched a one-hitter, nicked only by Evan Longoria's single with one out in the eighth inning, and the Colorado Rockies ended an eight-game losing streak by beating the San Francisco Giants 4-0 Sunday.Marquez (2-1) struck out nine and walked none while throwing 105 pitches in the first complete game in the majors this season. It was the first-ever complete game for Marquez in 156 pro starts, including 69 in the big leagues.Marquez had allowed just one runner, hitting Kevin Pillar with a pitch to begin the sixth inning, and was in complete control heading into the eighth. PHILADELPHIA (AP) — The Philadelphia Phillies avoided arbitration with a pair of right-handed pitchers, agreeing to one-year deals with former closer Hector Neris and starter Jerad Eickhoff.Neris will earn $1.8 million while Eickhoff gets $975,000.Neris was 1-3 with 11 saves and a 5.10 ERA last year. He began the season as the closer after converting 26 of 29 save opportunities in 2017 but lost his job and was demoted to the minors. Neris returned to the majors in August and pitched well, posting a 2.04 ERA in his final 20 appearances. He had 35 strikeouts in 17 2/3 innings in that span. The 29-year-old made $582,500 in 2018.Eickhoff, who was acquired in a deal that sent Cole Hamels to Texas in July 2015, appeared in only three games last year because of injuries. PHILADELPHIA (AP) — The Phillies have acquired left-handed pitcher Jose Alvarez from the Los Angeles Angels for right-hander Luis Garcia.Alvarez was 6-4 with a 2.71 ERA and one save in 76 appearances in 2018, striking out 59 in 63 innings. He allowed only three home runs to the 261 batters he faced while holding left-handed hitters to a .206 batting average and righties to a .232 mark.The 29-year-old Alvarez is 12-18 with a 3.69 ERA over six seasons with the Tigers and Angels.Garcia went 3-1 with a 6.07 ERA in 59 games last season after posting a career-best 2.65 ERA in 71 1/3 innings in 2017. He is 12-14 with a 4.12 ERA in 251 career appearances, all in relief.Garcia made $1.2 million this year and Alvarez $1.05 million. No team has gotten more innings from its starting pitchers this season than the Cleveland Indians. No team has gotten fewer than the Tampa Bay Rays.Yet the Indians and Rays have ended up in a similar spot. Cleveland's team ERA is 3.84. Tampa Bay's is 3.82.The Rays have been unorthodox in their approach , eschewing a normal starting rotation in favor of a system in which one of their usual relievers might take the mound at the beginning of a game. Right now, Tampa Bay's depth chart on MLB.com only lists three pitchers in the rotation — yet the Rays are 60-58 and have a chance for their first winning season since 2013.Tampa Bay has tried using an "opener" at the start of games.
