Palmer was signed to the Titans' active roster Monday, NFL.com's Kevin Patra reports.
With Jake Locker and Zach Mettenberger both dealing with shoulder injuries, Palmer will be Charlie Whitehurst's backup for Week 16. In four NFL games, Palmer has completed 10-of-15 passes for 59 yards, no touchdowns and two interceptions.

The Bills will now look for a better option off the scrap heap to go with EJ Manuel and Jeff Tuel, while conspiracy theorists will surmise the Bills gave the ex-Bear a tryout suspiciously close to the teams' Week 1 meeting.

Palmer, who was picked up by the Bills just a few days ago, played the rest of the game Thursday against the Lions after EJ Manuel played the first three series. Palmer was awful, completing just 9 of 22 passes for 73 yards, no touchdowns, and three interceptions.
The Bills already dumped Dennis Dixon and Thad Lewis, so it looks like they're stuck with Palmer to start the season unless they make a late pickup once final cuts are made this weekend. Jeff Tuel may be in a better position to be the immediate backup to Manuel for now, given his experience with Doug Marrone's offense and the fact he had an OK summer. That said, Marrone has indicated he's less than thrilled with Tuel, so anything behind Manuel is still up for grabs at this stage.

Palmer appears to have fallen behind Jimmy Clausen in the competition to serve as Jay Cutler's top backup, ESPN Chicago reports.
Palmer was adequate in the Bears' first preseason game last Friday, completing 8-of-11 passes for 104 yards, but Clausen was a little bit better, supplying the game's biggest play on his 73-yard touchdown pass to Chris Williams. In light of Clausen's performance, coach Marc Trestman appointed him as the first quarterback off the bench to replace Cutler in the team's next exhibition, scheduled for Thursday vs. the Jaguars. Palmer has generally been outplayed by Clausen in practices to this point as well, potentially putting him on the chopping block if he fails to shine over the final few weeks of training camp.

The Bears' backup quarterback position is more notable than other backup QB jobs because of Chicago's weaponry, Jay Cutler's injury history, and Trestman's history of maximizing signal-caller play. Palmer will open camp as the No. 2, but will be pushed hard by Jimmy Clausen. The loser of that battle will likely lose his roster spot, with rookie David Fales sticking around as the No. 3.

Bears GM Phil Emery reiterated he believes Jordan Palmer can be the team's No. 2 quarterback.
"Absolutely [Palmer can be the No.2]," Emery said. "I told him that the other day -- looking forward to your contributions and we're counting on you." Emery added that he doesn't expect to use a late-round pick on a developmental quarterback. Palmer is currently competing with just Jerrod Johnson for backup duties behind Jay Cutler. He hasn't appeared in a regular season game since 2010 , but spent last year in Chicago and knows Marc Trestman's system. Even if the Bears fail to upgrade in the draft, a veteran free-agent signing can't be ruled out. Cutler has missed a total of 12 games the last three seasons.

Bears GM Phil Emery said he was comfortable with QB Jordan Palmer as Jay Cutler's backup but would seriously look at adding a quarterback in the draft.
Palmer is an okay backup and spent all of last season in quarterback whisperer Marc Trestman's system, but the Bears' could afford to improve. They have already brought in several veteran quarterbacks for workouts this offseason and are likely to bring in a few more. A late-round pick on a developmental quarterback could also make sense.

Free agent QB Jordan Palmer is the quarterback coach at EXOS, a pre-draft training center, and has been working with UCF's Blake Bortles and others six days a week.
Bortles is the most notable name, but also in attendance are Wyoming's Brett Smith and Washington's Keith Price. Palmer has also worked with San Jose State's David Fales. Palmer, who was with the Bears the final two months of last season, designed a playbook and is putting in six-hour days with the prospects. It sounds like the soon-to-be 30-year-old may have a future in coaching.

29-year-old Jordan is the younger brother of Carson Palmer. A 2007 sixth-round pick out of UTEP, Palmer has plenty of arm strength but has always thrown with extremely erratic accuracy. He'll be a camp arm until September cuts.
