The pitching-starved Rangers determined Williams wasn't needed on their injury-laden 40-man roster, but the Phillies evidently didn't feel the same way, scooping up the 32-year-old and immediately adding him to their rotation. He's scheduled to make his first turn for the Phillies on Tuesday against the Angels, after the team designated Sean O'Sullivan for assignment in a corresponding move. Expectations should remain low in both mixed and NL-only formats for Williams, who was battered for a 6.71 ERA and 1.66 WHIP over 57.2 innings between the Astros and Rangers this season.

Williams (2-5, 6.71 ERA) gave up a brutal five runs over the first four innings and then added fuel to the fire by allowing the first five men to reach in the fifth inning. He was designated for assignment by Houston in June, joined the Rangers and actually turned in a surprisingly strong performance against Oakland last time out, but he is one to avoid even if he does stay with the big club going forward.
